Jesse Frescas Jr. has built his career around a lifelong passion for baseball. A former player himself, Jesse competed for two years at Citrus Junior College before turning his focus to the business side of the game. Since becoming a Certified MLBPA Agent/Advisor in 2012, he has spent more than 13 years representing professional athletes, negotiating multi-million-dollar contracts, and delivering expert guidance in research, market evaluation, and strategic negotiation.

Jesse began his professional journey in 2005 with the Global Scouting Bureau (GSB), where he served as Vice President of Operations. In this role, he managed contract negotiations and oversaw numerous international professional events. GSB has supported thousands of players, coaches, scouts, and teams in over 25 countries—and Jesse played a key role in expanding that global footprint. His work has been particularly impactful in bridging communication gaps between Latin American baseball communities and Major League Baseball.

Throughout his career, Jesse has held influential positions such as General Counsel and Assistant General Manager/Player Procurement for several Mexican League teams, including Tabasco, Saltillo, Laguna, Aguascalientes, Monterrey, Yucatán, and Campeche. In 2007, he successfully negotiated a groundbreaking working agreement between the Washington Nationals and Los Olmecas de Tabasco—one of the first such partnerships between an MLB organization and an international club.

Jesse’s expertise extends across the Caribbean baseball circuit, with player procurement contracts involving leagues and teams in Venezuela, the Dominican Republic, and Mexico’s Liga del Pacífico (Obregón, Guasave, Mexicali, Hermosillo, Culiacán, and Jalisco). While with GSB, he also helped establish the Colombian Winter League in collaboration with the Rentería brothers.

In 2006, the Kia Tigers of the Korean Baseball Organization enlisted Jesse to organize their Florida spring training program, which included exhibition games against MLB affiliates such as the Boston Red Sox, Washington Nationals, and Cincinnati Reds.

Building on his international success, Jesse joined Sheffield Sports Management in 2015, where he directed West Coast Operations and International Relations. In 2019, he co-founded the Global Sports Council with partner James Gamble—a full-service agency representing both amateur and professional players. Jesse continues to lead West Coast Operations and Global Relations, leveraging his decades of experience to guide the next generation of baseball talent.
